In 2003 a State bill was passed with the intention to make it easier to put a backyard home or secondary living/dwelling unit on your property in California. The bill is AB1866 (Assembly Bill AB 1866) and requires local agencies to permit second dwelling units in ALL RESIDENTIAL ZONES without discretionary action. In other words, subject only to a building permit. The states need to increase its supply of affordable housing was the main drive behind this bill. Selaro.com
